Packed schools make tough choices

Two weeks into the school year, Lamarka Banks was told her daughter could no longer attend Roy W. Loudon School, separating her from her little brother.

Loudon, in the Panama-Buena Vista Union School District, didn’t have room for fourth-grader Jamarca. Banks had two school days to transfer Jamarca to Berkshire Elementary School; her second-grade son, James, could stay at Loudon.
